U.S.-China Climate Deal, 'Selma' Reviews, Fukushima Radiation Off California Coast

Here's what I'm reading up on this morning:
- The United States and China reveal the results of a secretly negotiated carbon cut deal. You already know the G.O.P. hates it.
- Syria's Assad says he'll consider a series of local ceasefires proposed by the U.N.
- At least 12 poor young women are dead following government-run sterilizations in India.
- Missouri's governor says he won't tolerate violent protests following a grand jury decision on whether to indict Darren Wilson in connection to Michael Brown's killing; makes little to no mention of police repression.
- Meanwhile, Michael Brown's parents are in Geneva, testifying before the U.N.
- It's open enrollment for Obamacare; here are some commonly asked questions, answered. (Not on the list: "Can undocumented immigrants apply?" The answer is no).
- Five big banks, including JPMorgan Chase, Citibank and HSBC, are fined billions of dollars for trying to manipulate of foreign exchange markets.
- In a move that doesn't sound threatening at all, AT&T says it's putting the breaks on fiber optic investment until after net neutrality rules are set.
- The reviews are in: "Selma" looks like it's slated for the Oscars.
- Kaiser nurses walk off the job, citing Ebola measures and patient safety standards.
