Hillary Clinton is set to speak about Baltimore and incarceration at a speech at Columbia University this morning. According to CBS News:

Clinton will lay out a her vision for criminal justice reform that will include proposals on the approach to punishment and prison, probation and drug diversion reforms, increasing support for mental health and drug treatment, as well as alternative punishments for lower-level offenses committed by young people.
