The Center for Social Inclusion based in New York issued a January report on New Orleans–looking at the ability of former residents to revitalize their living conditions. Katrina scored a C- overall and completely failed tests in health, housing and education provisions. ‘ The infamous Ward 9, where 97 percent of residents are black, scored some of the lowest points on economic redevelopment, home rebuilding efforts and access to public education.
